Not able to create initial admin when upgrading from 21 to keycloak 22

Hello,
I’m not able to create an initial admin user when upgrading from keycloak 21 to keycloak 22. I think it’s related to the database. I’m using the environment variables KEYCLOAK_ADMIN and KEYCLOAK_ADMIN_PASSWORD.
