problem with base.css and app.css

I have this problem, at the moment of loading the new theme it loads totally wrong, in inspect element this error appears in the base.css and in the app.css ‘error when loading the response data: no data found for resource with given identifier’, I tried to add the missing css because I didn’t find them but it still doesn’t solve it.
