Verify email before last execution step in registration flow

I created a 2fa SMS authenticator provider and added it at the bottom of my registration flow.
This works nicely, but i want the e-mail adres to be validated first and then fill in the mobile number before sending a token.
When i enable the email verification in my realm it’s no added after the registration flow.
How can i make sure that e-mail is verified before my last execution (SMS token verification) in the registration flow.

You can use custom email otp and just add it as formaction in the registration flows instead of required action
