Account is not fully set up with fresh installation

Hello,
We are installing a new KC25 and upgrading KC25 from KC23.
by comparing the two installations, we don’t set up the email/firstname/lastname in both installation. in the realm profile setting, email/firstname/lastname are set as ON for both installation.
with upgrading mode, everything is fine.
with a fresh installation, we have the error “account is not fully set up” with API calls.
could you help understand why we have this behavior difference ?
